How do I troubleshoot the CDP (266) Location Products - “Issue 1: Header record is invalid or missing?"

The Location Product Pricing Import creates or updates Location Product and Pricing information.

The 266 file's Header Record (H) is required. If one isn't included in the file, users will find the file Failed in Enterprise Manager's Inbound Integrations. 

JUST Type '2' records -- without any Type '1' records -- is a valid
