Does Crunchtime allow users to delete User Groups?

Technically, Yes. However,  A User Group can only be deleted when it is not assigned to any Users, active or inactive. To delete the User Group, it will first need to be removed from all Users. You can filter the Application User Screen by User Group to determine which Users may be linked to a specific User Group.
